Do not buy a second domain for Abu Dhabi unless you are a different legal brand. Split reviews, split content, split staff logins — and you start from zero in the second city. Keep yourbrand.ae, then a URL per premises. A “service area” (we drive to Ajman) is not a branch. Do not make a fake Ajman page with a P.O. Box. Google is not kind to that, and neither are customers who drive to a mailbox.
